Institutional Capacity Building: Uganda End of Program Evaluation Report (AYA), 2005 

Under AYA, the ICB component recognized that the government in Uganda is increasingly turning to nongovernmental organizations (NGOs) and civil society as partners in meeting its countries’ development needs. This increased role for NGOs has been accompanied by heightened expectations of accountability, and requirements for demonstrable evidence that NGOs can significantly contribute to development.
