  • Mexico City Policy/Global Gag Rule: USAID Overview
  • Mexico City Policy Complete Text: USAID Contract Information Bulletin, "Restoration of the Mexico City Policy—White House Memorandum for the Acting Administrator of the U.S. Agency for International Development (Revised)," [CIB 01-08 (R)], 29 March 2001.
  • Testimony before the United States Senate presented by Daniel E. Pellegrom, President of Pathfinder International, opposing the reinstatement of the Mexico City Policy/Global Gag Rule by President George Bush, July 19, 2001.
  • The Helms Amendment: The law passed in 1973 by Congress amending the Foreign Assistance Act that prohibits the use of US funds for abortion services overseas.
  • Kemp-Kasten Amendment: A law that prohibits US assistance to organizations determined by the President to "support or participate in the management of a program of coerced abortion or involuntary sterilization." This law was used to deny the United Nations Population Fund (UNFPA) US funding in 2002. The US State Department’s Bureau of Population, Refugees, and Migration released its legal interpretation of Kemp-Kasten on July 18, 2002.
  • Report issued by China delegation of the US Department of State’s investigating UNFPA’s actions in China.
  • The Tiahrt Amendment: A law that aims to ensure voluntarism and informed choice in family planning programs. It stipulates that numerical targets, quotas, and incentives cannot be used in providing family planning services. USAID’s description of the Tiahrt Amendment outlines this restriction.
  • Cairo Programme of Action: The Cairo Programme of Action by the United Nations Economic and Social Council that developed from the 1994 International Conference on Population and Development (ICPD).
  • Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW): This convention was adopted by the UN General Assembly in 1979 and defines what constitutes discrimination against women and sets up an agenda for national action to end such discrimination.
